Meet Your 2026 Vice President Candidate (2-year term):
J Morrow is one of the owners of Linescape of Washington and has been with the company for 18 years. Linescape has proudly partnered with PHCCWA for nearly two decades, and J’s involvement runs deep. Serving on the PHCCWA Board of Directors since 2023, J continues to show strong commitment to the association and its members by supporting key events, fostering connection, and helping strengthen the plumbing, heating, and cooling community across Washington.
Meet Your 2026 Director Candidates (2-year terms):
Rich Rye - Director of Sales and Marketing, 1-800 Water Damage of Seattle

If you don't know me, I am Rich Rye, your Water Damage Guy from 1-800 Water Damage. I have been a proud member of the PHCC, locally since 2002 & I have been able to have the corporate part of our company become National Sponsors of the PHCC as well. I meet with new Franchise owners across the country every month where I'm happy to encourage them to join PHCC in their local markets and discuss the value it offers.
The relationships I have built over time with company owners and members of the organization has been a pleasure to say the least. Supporting and hosting events, serving on the BOD and committees has been something I take great pride in. If elected to the New BOD I look forward to the opportunity to be a part of the future growth of this great organization. Thank you for your consideration.
Rigo Sanchez - Owner/President, In & Out Plumbing
With over 22 years of plumbing experience, Rigo Sanchez is the co-founder and president of In & Out Plumbing, a family-owned residential service company proudly serving King & Pierce Counties. Since launching the business in 2019, Rigo has built a reputation for professionalism, integrity, and excellence, values that recently earned In & Out Plumbing recognition as Best Plumber in Tacoma and Best of Pierce County 2025.
Rigo’s passion for the trade extends far beyond the job site. As a mentor and trainer, he dedicates his time to developing the next generation of plumbers through hands-on training and education. His leadership reflects a deep commitment to doing things the right way: by serving customers with quality workmanship and empowering others to succeed in the plumbing industry. A proud PHCC of Washington member, Rigo has been an active advocate for positive industry change, participating in Day on the Hill to lobby for legislative reforms that support contractors and plumbers statewide. He also volunteers at SkillsUSA competitions, encouraging young people to explore careers in the skilled trades.
As a first-time board member candidate, Rigo is eager to continue learning, collaborating, and representing the voices of plumbing contractors across the state. His mission is to strengthen the industry by combining professional excellence with mentorship, advocacy, and community impact.
Dan Hartsough - Co-Owner/CEO, Harts Plumbers, Electricians, and HVAC Technicians
Dan Hartsough is the co-owner and CEO of Harts Plumbers, Electricians, and HVAC Technicians, a growing multi-location service company in the Pacific Northwest. Since founding the business in 2014 with his childhood best friend Richard Hart, Dan has led its expansion from plumbing and sewer services into electrical and HVAC, building a company with over 150 employees across multiple locations.
Under Dan’s leadership, Harts has achieved notable growth and operational excellence, including innovative marketing campaigns that generated significant revenue, the implementation of a highly successful plumbing academy, and the development of a company culture centered on employee satisfaction, professional development, and customer satisfaction.
Dan’s approach emphasizes sustainable growth, profitability, and leadership development within the trades. He has been recognized locally for his achievements, including a “40 Under 40” award for business leadership. His experience spans operational management, strategic planning, marketing, workforce development, and customer service innovation.
Dan is committed to advancing the plumbing and trades industry, supporting workforce training, and fostering collaboration among contractors.

Bring a toy to the PHCCWA Annual Business Meeting to support Toys for Tots this holiday season!
Toy donations are completely optional, but if you’d like to join us in supporting Toys for Tots, we’ll have a collection box at the Annual Business Meeting.
What kind of toys can be donated?
📦 New & Unwrapped: All toys must be brand new and left unwrapped. This lets Toys for Tots volunteers sort and match them to the right age group.
👶 All Ages Welcome: They need gifts for kids of all ages, but items for older kids and teens (10–16) are often in shorter supply.
🧸 Types of Toys: Books, board games, dolls, action figures, arts & crafts, sports balls, puzzles, and STEM kits are great along with any other items that meet the criteria.
🚫 Avoid: No used toys, no food items, no toy weapons.
