Topic notes:

There were revisions in Washington dig law signed by the Governor on July 27, 2025.

We believe the changes greatly  impact  facility operators and contractors staff that manage their 811 tickets. Compliance with these changes requires full understanding of new features within the 811 system.

The features we will detail on Nov 2:

Everyone that excavates must give notice prior to digging. The law now allows Third-Party Ticket entry. A general contractor can create a separate* 811 notice for another party on the same day they submit their own notice. *NOT just add names to their own ticket. We believe there are benefits to teaching people how the process works.

Upon receipt of 811 tickets posted by excavators facility operators  MUST locate/mark their buried lines by the work to begin date--unless each party agrees to a different deadline in writing.

Ticket Talk is a feature that can accommodate that process, and other useful communication between the parties.

The revised dig law MANDATES providing each party status of locate/marks prior to the work to begin date. The process is called Positive Response. Both facility operators and contractors have legal obligations  around Positive Response that we believe requires detailed explanation.

How much time? Two and a half hours, including lunch.
