PHCC of Washington invites you to join Todd Allred, PHCC of WA Executive Director, for our January 2024 Day on the Hill! This is an exciting opportunity to see the legislative process in action - as the Senate discusses SB 5997 and hears from three of our PHCC members, etc. We're fighting for remote supervision of trainees on three separate job sites.

Talking Points on Senate Hearing for SB 5997: 

  1. Trailer bill providing Technical Corrections for the previously passed plumbing bill, SB 6170 (2020).
  2. Provides a Definition for Residential Service Plumbing.
  3. Allows implementation of the 3-1 trainee ratio for Residential Service Plumbing in order to increase the number of plumbers in the industry.  This trainee ratio was intended and passed by lawmakers in SB 6170 (2020).
  4. Makes clear that the 3-1 trainees being supervised may be on separate job sites and supervised Remotely.
  5. Extends the ratio changes to 2028 since they have never been implemented as intended.
  6. Extends the workgroup review and reporting to 2027.
  7. Removes the trainee penalty for failure to submit an accurate list of employers during renewal.
